VAT - Partial exemption

Tue, 27 Jun 2023 10:00

This session is for those who already understand the rules of VAT (possibly from one of our VAT sessions) and need to work out whether their council can reclaim VAT in relation to its use of land.

This session is unlikely to be of benefit for councils spending less than £50,000 a year, or for anyone that doesn't understand the difference between business and non-business activities or between taxable and exempt supplies.

This session explains when VAT cannot be reclaimed in relation to exempt activities and what options may be available.

Topics include:
• law and guidance
• non-business, taxable and exempt uses of land
• Apportionment of costs
• Partial exemption calculations
• Occasional breaches
• Option to tax
• Capital Goods Scheme adjustments

By the end of this session you will:
• Know where to find the relevant legislation and guidance
• Understand how to undertake a partial exemption calculation
• Recognise when a project is likely to lead to unrecoverable VAT
• Be aware of options to achieve VAT recovery

Who should attend
For clerks, finance staff and councillors of councils that lease or hire out land and buildings such as village halls, community centres, meeting rooms, sports facilities or markets, who need to understand when their council is at risk of not being able to reclaim VAT. Essential for any council contemplating major building projects, or incurring significant expenditure on running these facilities

Cost
£33+VAT per person (member)
£66+VAT per person (non-member)

Course Tutor

Steve is a former Town Clerk and an accountant with 30 years' experience in public and voluntary sector finance. He now specialises in delivering training and advice on VAT and finance matters for the local council sector.

Being a Good Employer

Thu, 29 Jun 2023 10:00

All parish and town councils are employers, even if they only have one part time employee – the clerk. This course looks at the council's obligations as an employer and will show councils how to get the best out of the employment relationship.

The course provides information from recruitment through performance management to termination. It will show councils how to calculate holiday entitlement and sick pay for part time employees and will go through the appraisal process and how to address grievance and disciplinary issues. Attendees will receive a pack of template documents such as appraisal forms, induction records and interview questionnaires, which they can adapt for the needs of their own Council.

The course is suitable for all councils whether at the very beginning of the employment relationship or nearly at the end but will be particularly relevant to those councils that:

  • Are in the process of recruiting a new clerk (or have just recruited)
  • Aren't getting the most/best from the clerk and want to support them to do better
  • Have a good relationship with the clerk and want to explore how to grow and develop
  • Are experiencing a breakdown of the employment relationship and want to know how to rescue it, or terminate the employment on mutually beneficial terms

There will be plenty of opportunity to ask questions and all information will be treated in the strictest confidence.

Who Should Attend?
This course is suitable for whoever is responsible for managing the employment relationship.

Civility and Respect Part 1

Tue, 04 Jul 2023 10:00

Course description
Condescending comments, demeaning emails, disrupting meetings, reprimanding someone publicly, talking behind someone's back, giving someone the silent treatment, not giving credit where credit is due, rolling eyes, and being yelled at, are regular occurrences for many councils. In this webinar, the issues councils face in their council roles. The impact this has on the individuals involved and the organisation will also be discussed.

This course then looks at personal resilience and self-protection. Having a good understanding of yourself means you'll know what to do when someone tries to push your buttons. This webinar discusses emotional resilience and emotional intelligence and how this applies to specific council situations. Each webinar will give real situation scenarios and what to do in each of them.
